Colorado Voluntary Cleanup Program

The Voluntary Cleanup and Redevelopment program was created in 1994. The objective of the program is to facilitate the redevelopment and transfer of contaminated properties. The program provides timely (45 days) review of cleanup plans submitted by property owners. Cleanup decisions are based on existing standards and the proposed use of the property. The actual cleanup and verification is the owner's responsibility.

USEPA Brownfields Grant Programs [Go To]

US Environmental Protection Agency offers a number of different grant programs for assessment and cleanup activities to facilitate the cleanup and reuse of brownfields sites.

 

Colorado Technical Assistance Funding: Guidelines & Application for CO Targeted Brownfields Assessment or Voluntary Cleanup Assistance

Colorado Department of Public Health and Environment personnel, with the assistance of qualified contractors, may conduct Phase I and Phase II environmental assessments for qualifying projects. The program is available for public and non-profit groups who are addressing property redevelopment. Preferential assistance is given to groups who have clear redevelopment goals and where those goals provide a clear public benefit (e.g., job creation, enhancement of the tax base, creation of a public amenity).

 

Brownfields Cleanup Revolving Loan Fund Application

The Colorado Brownfields Revolving Loan Fund (CBRLF) offers financing with reduced interest rates, flexible loan terms, and flexibility in acceptable forms of collateral.  All cleanups financed through the Revolving Loan Fund must have previous approval under the Voluntary Cleanup Program.  The Colorado Housing and Finance Authority (CHFA) serves as fund manager.

 

Colorado Cleanup Fund Prioritization Criteria

Colorado House Bill 00-1306 allows the Colorado Department of Public Heath and Environment to perform cleanups on contaminated sites: (1) that do not have a responsible party that will perform a remediation; (2) that have been determined to present a threat to human health or the environment; and (3) where the remediation will allow the redevelopment of the property of the public good.

 

Brownfields State Tax Credit for Site Cleanup [Go To]

Sites that have been through a Colorado Voluntary Cleanup are eligible for a state income tax credit up to $100,000 per property, broken down as 50 percent of the first $100,000 spent on cleanup, 30 percent of next $100,000 and 20 percent of third $100,000.  Requires the property be located in a municipality with a population of 10,000 or more persons.
